The "Digitalization Guide" is an innovative legislative framework developed by the Romanian government to transition public services from traditional, paper-based operations to more accessible, efficient, and user-friendly digital platforms. This initiative aims to standardize the process of digital transformation across government entities, enhancing service delivery and promoting transparency. By providing a comprehensive manual that includes best practices, ready-made software solutions, and strategies for centralized service access, the guide facilitates a smoother transition to digital operations, significantly improving how public services are delivered to citizens.
Approved by the Prime Minister, the guide has already been published in final version. It was developed and endorsed by prominent governmental figures, including the Minister of Research, Innovation, and Digitalization. It promises to streamline interactions between citizens and government, reducing wait times and improving overall satisfaction by integrating services into a single digital or physical location. Challenges in achieving stakeholder consensus were effectively managed through regular communication and a focus on national benefits, paving the way for a transformative shift in public service administration.
