With the these revised roles and responsibilities, Chief Innovation Officers (CIOs) are being equipped with greater empowerment and autonomy to drive exceptional results. As catalysts for change, CIOs are tasked with nurturing a culture of innovation, embedding it deeply within the fabric of organizations through enhanced awareness and capability building. This involves leveraging cutting-edge innovation intelligence, fostering ideation, and encouraging experimentation.

CIOS play a strategic role in organizing and utilizing innovation-driven intelligence to shape the entity's innovation strategy, aligning it with the overarching goals of the national agenda. They are responsible for conducting thorough analyses of opportunities and challenges relevant to the entity's key objectives and core functions.

Challenging the conventional is at the heart of their mandate, pushing for creative solutions to obstacles and promoting an environment where employee ideas are valued and unconventional thinking is rewarded. CIOS facilitate cross-functional collaboration by fostering spaces where multidisciplinary teams can converge, utilizing new tools and methodologies.

CIOS are also responsible for the development and testing of prototypes, managing both radical and incremental innovations with the support of senior management. Their role extends to forging strategic partnerships with academic, private, and international bodies to enhance the entity's innovation capabilities. Evaluating the impact of innovation initiatives and communicating these achievements through quarterly performance reports are vital. Leadership roles within the entity's Innovation Committee further underscore the CIO'S pivotal position in steering the innovation agenda.

Through these expanded roles and responsibilities, CIOs are set to significantly enhance the culture and output of innovation within their entities, contributing to the nation's broader innovation goals.

Key Responsibilities of the Chief Innovation Officers

The Chief Innovation Officer plays a pivotal role in fostering a culture of innovation by managing the employees’ suggestions scheme, encouraging entrepreneurship, and reducing risks associated with innovation. They lead initiatives to recognize and reward creative ideas that contribute to enhancing the organization’s innovative capabilities. CIOs oversee the development and testing of prototypes in collaboration with all stakeholders, ensuring alignment with the entity’s priorities and the national vision while capturing lessons learned. They are responsible for institutionalizing innovation through awareness programs, capability building, and leveraging innovation-driven intelligence to define the entity’s strategy in cooperation with the Mohammed Bin Rashid Centre for Government Innovation. Their role also involves managing both radical and incremental innovations with senior management support, as well as conducting studies to identify opportunities and challenges relevant to the entity’s mission.

In addition, CIOs develop strategic partnerships with research institutions, universities, private sector organizations, and international bodies to strengthen innovation capacity. They measure and analyze the results of innovation initiatives, monitor global trends and technologies, and share relevant insights with the concerned departments to maintain competitiveness. By fostering cross-functional collaboration and creating spaces for multidisciplinary interaction, CIOs break down silos and encourage creative problem-solving. Their responsibilities include managing internal and external innovation awards, preparing quarterly performance reports for leadership, and overseeing the budget allocated to innovation in accordance with Cabinet resolutions. As Vice-Chairmen of their entities’ Innovation Committees, CIOs also actively participate in events and workshops organized by the Mohammed Bin Rashid Centre for Government Innovation, reinforcing their role as drivers of transformative change.

Innovation catalysts across the government

In 2015 at the World Government Summit, the UAE Government announced the creation of a new job title in all federal entities; the Chief Innovation Officer. As such, 2015 was declared as the Year of Innovation, affirming the importance of the role of innovation in the achieving the country's national agenda and priorities.

The establishment of the role of the Chief Innovation Officers was the first step in creating a public sector innovation ecosystem. They play a key role in their respective entities and sectors by ensuring that government aspirations are translated into reality. They come together frequently throughout the year to exchange knowledge, discuss matters related to public sector innovation and celebrate lessons and wins.
